Make it clear to the treatment community that housing is a prerequisite for treatment.
In Austin, TX we have approved general obligation bond funds for permanent supportive housing, however developers do not want to participate because they can not find money or assurances funding will be there for the supportive services. Federal, state, and local entities must find a way to braid their funding streams to have a coherent housing policy that serves poor people who have mental illnesses, especially those who have co-occuring substance use disorders. The funding streams are the problem. We have to get the SUD providers, the criminal justice community, and the housing developers to sort this out together. The…
