Need for more family-centered prevention strategies
Under Goal 2.3 and Objective 2.3.3, Vinland National Center strongly supports SAMHSA’s plan to develop financing models for family-centered/multi-generational intervention and prevention efforts.

Provide more training for trauma-infomed care
Under Goal 2.1 and Objective 2.1.3, Vinland National Center supports SAMHSA’s plan to provide more training opportunities and to develop core competencies for trauma-informed care and alternatives to seclusion. Under Goal 2.2 and Objectives 2.2.1 and 2.2.2, Vinland National Center supports SAMHSA’s effort to develop effective screening tools for assessing trauma. As a service provider, we could benefit from technical assistance to implement and train our staff in the Adverse Childhood Experience assessment tool, Seeking Safety approach, or Stephanie Covington’s “Beyond Trauma” approach.

Need to Develop a Working Definition for Resiliency
Under Goal 2.1 and Objective 2.1.1, Vinland National Center supports SAMHSA’s effort to develop criteria and measures for trauma-informed care. We suggest that SAMHSA should consider using the following definition for resiliency, “Capacity to rebound from adversity strengthened and more resourceful.” (Walsh, 1998)

Alternative Recovery Institute
We believe that the systemic Recovery model is best served by incorporating consumer owned community based institutes that provide Certified Mentoring Consultants, Alternative Recovery model classes,and Benefits Planing with academic credits that further consumer education in their career planning. These consumer owned consumer run organizations should be funding directly through SAMSHA to insure consumer based programming.

Stop law enforcement from negligence and abuse of disbaled persons while incarcerated
Law enforcement does not take into consideration a person's mental, emotional or any type of disability while a person is incarcerated for whatever reason...convicted or not...THIS HAS TO STOP!!!...MY LIVE HAS BEEN RUINED OVER THIS

More roles for peers working in inpatient settings
Peer roles are increasing in institutional and private settings and are a force to decrease use of seclusion and restraint and to identify and provide peer support to persons with trauma histories.

Justice-stop Ins. Co. from d/c long term disability ins. for mental health diagnoses in 24 mths
Tell Congress to stop the insurance companies from discontinuing long term care insurance for people w ith mental health diagnoses after 24 months, but physical diagnoses are covered until 65 yrs old or they are better.
This is ridiculous. Where is it written that in 24 months a severe psychiatric diagnosis is going to be cured or go away? This is pure financial incentive. The insurance company is not looking out for the best interests of the patient. Patients may have paid into this system for years to have coverage if they were ever to become ill.

FASD- the connection is cause and effect
The relationship between FASD, corrections, justice system and criminal/violent behaviour is well established. Those with FASD may be victims or perpetrators. FASD is the CAUSE of these issues. To discuss these topics without acknowledging the role of FASD is like discussing all the effects of vehicle accidents without acknowledging the role of alcohol

Featl Alcohol Syndrome is a mental illness in child/adult /animal abuse and
A Canadian study has indicated that 23% of canadian inmates have problems with prenatal Alcohol exposure. The researchers suspect that number would be 50% with proper validation. Reduce the number of people in prisons by preventing Fetal Alcohol Syndrome/Spectrum Disorders.

Create sanctuary/respite models as alternative treatment using the Consumer Operated Service Model
Creation of sanctuary/respite models as healing centers based on COSP. The more dollars directed toward peer support more dollars will be freed up to provide stronger and more effective clinical services where needed.

Veteran Treatment Courts
Provide grants to jurisdictions for Veteran Treatment Courts to provide rehabilitative mental health treatment over incarceration for veterans with criminal issues stemming from a service related injury.

Mandate that therapy is necessary for a minimum of 3 months.
Therapy should be mandatory for people dealing with a traumatic situation, to help them find appropriate ways of dealing with their situation. They don't think they need it, but they do. It also cuts down on revenge, substance abuse, and sub-intentional suicidal behaviors.
