There are all sorts of possible incentives, not just monetary, don't reward drug abuse. Freedom to pursue your dreams is a good carrot. Positive role models are good, don't reward Holly wood either. More positive options are possible but people don't think of them. Real health is a good incentive also or should be. Being medicated is not an incentive!
