include state based Mental Health Planning and Advisory Councils in the implementation dynamically

Mental Health Planning councils are already federally mandated to review monitor and advocate for mental health. Each state has one. Give states incentives to be more inclusive of these councils that are made up of consumers/survivors/expatients, family members, and other stakeholders!!!
