The definition of prevention is not IOM's definition.

The definition of prevention used in the report includes mitigating symptoms and consequences of substance abuse and mental illness. This is not the definition of prevention used in the IOM reports on prevention. While treatment is critically important, IOM stresses that is distinct from prevention.

        Prevention science clearly states the difference between a preventive intervention to prevent or delay the onset of a mental, emotional or behavioral disorder, and an intervention that addresses a diagnosable mental disorder. Mitigating symptoms of a mental disorder or substance abuse disorder falls under the rubric of treatment. This treatment stratedgy should not be confused with prevention, but seen as a separate area of intervention.
